Gentleman, I used to have that problem with my testers and Model master paint bottle tops sticking. I found a rather simple solution by improving my housekeeping techniques! ( no I don't mean you have to vacuum the house!) I now keep a roll of paper towels on or near the workbench, and some Q-tips. After shaking and opening the paint bottle I mop out the inside of the cap with a q-tip or two. When I am done and ready to close the bottle . I use a paper towel to wipe the rim of the bottle clean. I've found that by doing this I have eliminated most of the sticking bottle tops!

Testors has in their model master line an acrylic airbrush cleaner for getting dried water base paint out of air brushes. It also iI find, works to remove dried paint from clothing and for reconditioning paint brushes that have dried paint on them. I use a Q-tip and with the bottle which has the stuck lid turned upside down I put a fair amount of the Cleaner around the top letting it soak in around the inside edge of the lid. After it has set a while it will soften the paint so you can turn the cap off the bottle. Its the easiest way to get them loose.
It can be found on the Testors site under Clears, Thinners and more, for the price of $7.29. It should be available at most hobby shops in the paint and airbrush section.
